1. Introduction
1.1. The Handling Allegations Policy of Turning Point Leeds (TPL) outlines our commitment to safeguarding the well-being of all pupils and staff by providing clear procedures for responding to allegations of misconduct, abuse, or inappropriate behaviour.
2. Policy objectives
2.1. To ensure that all allegations of misconduct or abuse involving pupils or staff are taken seriously, investigated promptly, and handled with sensitivity and confidentiality.
2.2. To establish clear guidelines for reporting allegations, conducting investigations, and
implementing appropriate safeguarding measures to protect the welfare of individuals involved.
2.3. To promote a culture of openness, transparency, and accountability within the TPL community, where concerns can be raised and addressed in a supportive manner.
3. Responsibilities
3.1. Designated Safeguarding Lead (DSL):

The DSL is responsible for receiving and recording all allegations or concerns raised about the behaviour of staff or pupils.

They will ensure that allegations are investigated promptly, impartially, and in accordance with the TPL’s policies and procedures.
3.2. Management:

The TPL management will provide support and guidance to the DSL and other staff involved in handling allegations, ensuring that appropriate actions are taken to safeguard the welfare of individuals affected.
3.3. All Staff Members:

All staff members have a duty to report any concerns or allegations of misconduct or abuse to the DSL immediately.

They should maintain confidentiality throughout the investigation process and cooperate fully with any inquiries or actions taken.
3.4. Pupils:

Pupils are encouraged to report any concerns or allegations of misconduct or abuse to an adult.

They will be assured that their concerns will be taken seriously and handled sensitively, with their welfare as the primary concern.
3.5. Parents/carers:

Parents/carers are encouraged to report any concerns or allegations of misconduct or abuse involving their child to the DSL or TPL management.

They will be kept informed of the progress and outcome of any investigations, while respecting the confidentiality of all parties involved.
4. Reporting procedures
4.1. Initial report:

Any member of the TPL community who becomes aware of an allegation or concern regarding the behaviour of staff or pupils must report it to the DSL immediately.

The DSL will record the details of the allegation, including the identity of the individual making the report, the nature of the allegation, and any supporting evidence or witnesses

All information will be passed to the host school
4.2. Confidentiality:

All allegations and concerns will be treated with the utmost confidentiality, with information shared only on a need-to-know basis for the purpose of investigation and safeguarding.

4.3. External reporting:

Allegations involving criminal conduct or serious misconduct will be reported to the host school.
5. Investigation procedures
5.1. Initial assessment:

Upon receiving an allegation, the DSL will conduct an initial assessment to determine the nature and severity of the concern and decide on the appropriate course of action.

Immediate safeguarding measures may be implemented to ensure the safety and welfare of individuals involved, including temporary suspension or restriction of access to TPL premises or certain areas.

5.2. Formal investigation:

If the initial assessment indicates that further investigation is warranted, a formal investigation will be conducted by the DSL or an appointed investigator.

The investigation will be carried out in a fair, impartial, and thorough manner, involving interviews with relevant parties, examination of evidence, and documentation of findings.
5.3. Outcome and action:

Following the investigation, a report will be prepared detailing the findings, conclusions, and recommendations for action.

Depending on the severity and nature of the allegation, disciplinary action, safeguarding interventions, or other appropriate measures will be implemented to address the situation and prevent recurrence.
6. Support and welfare
6.1. Victim support:

Victims of misconduct or abuse will be provided with appropriate support and assistance to address their immediate needs and facilitate their recovery from TPl and host school.

Counselling, pastoral care, and other support services may be offered to help victims cope with the emotional and psychological impact of the incident.
6.2. Accused Individuals:

Individuals accused of misconduct or abuse will be treated fairly and afforded due process rights throughout the investigation and disciplinary proceedings.

They will be provided with opportunities to present their side of the story, and receive support to understand and participate in the process.
7. Review and monitoring
